"The elevators at Edwards Manor have been under repair since the spring. With 306 apartments in the building, only one 3-foot by 4-foot elevator is working, making it difficult for tenants to leave their apartments. "They say it's going to be completed soon," says Myrtle, representative of the tenant committee. "A scooter will barely fit in there now, so there's a lot of fights when the elevator finally comes." Still, she says the upgrades are an improvement. "The old elevators had burlap walls. We were having problems with the bedbugs living in the elevators and infesting people who leaned against the wall."
