Hazel spends every Monday night at bingo, listening to the complaints of her neighbours. "This used to be a good building," She says. "Now I hear about people being harrassed in the hallways." Edwards Manor is one of the few senior citizen buildings operated by the Toronto Community Housing Corporation. "You have to be 60 to get an apartment here. But then they started bringing in these young people... straight from jail," she says. "The police walk them to the front door in handcuffs, give them the keys [to the building] and let them go."
