| Ralph is a founding member of the social committee at Edwards Manor. Roughly one third of the tenants here participate in some way. The library has slowly become a storage room for building supplies, and tenants of the second floor "Reconnect" program use the activity hall for smoking drugs and having sex late at night. "After we leave they move in here. You can see burn marks on the furniture from their pipes, and find used condoms discarded on the floor," he says. "No one tells them to stop.
